About
This Workshop
An uncertain
world environment has forced national leaders to re-assess medical support
requirements. Changes in global disease patterns, the frightening specter
of terrorism and the proliferation of chemical, biological, radiological,
nuclear, and high explosive (CBRNE) weapons of mass destruction (WMD),
natural disasters and complex emergency events have emphasized the central
role to be played by the healthcare community in helping to mitigate
the impact of these threats.
Fundamentals
of Medical Planning Workshop will teach you
aspects of crisis action medical planning to help your organization
enhance its preparedness and risk management posture. This workshop
will help you create, or improve, organic medical plans to improve your
defenses against emergency events, whether they be from terrorism, the
next series of catastrophic weather events, or large-scale industrial
accidents.
You'll also
receive hand-outs which will provide you with a take-home, strategic "guide"
to help you with your organization's medical planning initiatives.

About the Speakers

Pietro
(“Pete”) Marghella (Program Chairman) has
20 years experience as a Medical Planner supporting the most senior and
strategic levels of the U.S. Government. He is one the Nation’s
premiere specialists in medical preparedness and response to complex emergencies,
disasters and asymmetrical threats. He is the Co-Founder and Past President
of the American College of Contingency Planners (ACCP), the Executive
Director of the Academy of Medical Contingency Professionals (AMCP), and
the Medical Editor of the Homeland Defense Journal (HDJ). Mr. Marghella
has published numerous book chapters, monographs and articles on medical
planning, consequence management, and the role of health service support
in complex emergencies in such prestigious journals as the Naval War College
Review, The U.S. Naval Institute’s Proceedings, The American College
of Healthcare Executive’s Frontiers in Health Services Management,
and the National Military Intelligence Digest. He is a frequent speaker
at national-level conferences addressing the threats of terrorism and
weapons of mass destruction, describing strategic initiatives for the
medical aspects of consequence management.
Mr. Marghella
attended Iona College and Frostburg State University, where he received
a Bachelor of Science in 1984. He holds Master’s Degrees in Health
Services Administration from Central Michigan University, and National
Security and Strategic Studies from the U.S. Naval War College. He is
a Doctoral Student in Complex Emergency and Disaster Management at Tulane
University, and a member of the Inaugural Class of the National Preparedness
Leadership Program at the John F. Kennedy School of Government at Harvard
University.
Paul J. Giannone, MPH is
an Operations Research Scientist in the International Emergency and Refugee
Health Branch at the Centers for Disease Control in Atlanta, GA. Mr. Giannone
is responsible for disaster planning, training and research in support
of the CDC’s Pacific Emergency Health Initiative (PEHI). He has
developed and lead workshops and conferences on bioterrorism and disaster
planning and response. Since 2003, Mr. Giannone has developed evaluation
instruments and conducted evaluations on the ability of the Pacific Island
jurisdictions' ability to respond to natural and man-made disasters, with
particular emphasis on the health care sectors. Mr. Giannone has coordinated
with high level government officials within the Pacific Island jurisdictions
to include the Ministries of Health, Justice, Public Safety, Transportation,
as well as external organizations such as the US Federal Emergency Management
Agency, US Office of Foreign Disaster Assistance, US Department of Health
and Human Services, the Pacific Islands Health Officers Association, and
the South Pacific Applied Geo-science Community.
William
S. Moore
is a Senior Analyst at DFI Government Services. As a researcher on the
Lessons Learned Information Sharing Team, he has developed best practices
and captured lessons learned on a variety of topics related to homeland
security and emergency response, including risk assessment, target hardening,
local intelligence sharing, and National Special Security Events. Prior
to joining DFI, Mr. Moore worked on recruitment, private sector outreach,
planning, and security for the World Bank's Annual Meetings. Mr. Moore
earned a B.A. in History from Rice University and an M.A. in International
Relations from Johns Hopkins-School for Advanced International Studies
(SAIS).
Mike
Vineyard
is a hospital administrator and a military-trained medical disaster and
contingency planner. Michael’s current position is as a lead federal
medical planner and in that capacity reviews all medical plans for supportability
and sustainability. Michael is a member of the International Association
of Emergency Managers, is a Credentialed Fellow within the American Academy
of Medical Administrators and is credentialed within the American Academy
of Contingency Planners.
Mr. Vineyard
has worked in numerous federal positions over the last 25 years to include
hospital based disaster preparedness officer, Federal Coordinating Center
within the National Disaster Medical system, foreign disaster assistance
support and training, and multiple military medical planning positions
from the tactical to the strategic levels. He has provided guidance for
natural disaster events throughout the Pacific as well as for those that
involve strictly military medical response for potential contingencies
within the region. He has written medical support plans for counter-terrorism
and consequence management based events. He has been the functional proponent
for the last 2 years for an analysis tool that allows him to determine,
assess and development courses of action for medical support plans. He
was selected within the Pacific Command to serve as the lead medical planner
to design and help implement plans for their response to the Global War
on Terrorism. He has taught medical planning for initial through experienced
level planners and is considered one of the tops in his field.
Mr. Vineyard,
in conjunction with the interagency partners, is assisting with development
of DHS/HHS initiatives for developing their Strategic Guidance for Mass
Casualty Response, their Mass Casualty Response Concept of Operations
and their Guidelines for Patient Movement in a Catastrophic Incident.
