About
This Course
This three-day
course will assist agencies in meeting their performance-based contracting
goals. The course provides a step-by-step analysis that will enable you
to successfully conduct a performance-based acquisition and minimize the
risk of protest. Topics include: development of the work statement and
identification of key performance metrics, setting performance standards
and acceptable quality levels, developing an effective incentive plan
that will achieve results and writing a customized quality assurance plan
to verify performance levels achieved.
A Market*Access "Certificate of Completion" will be provided to all
attendees upon conclusion of the workshop.

Your Instructor
William
Legette McIntyre
LeGette “LeGs”
McIntyre is President of McIntyre, Inc., a Florida-based corporation
specializing in all areas of Federal acquisition support and training. He
has 20 years experience as an Air Force leader and over 25 years
experience in the Federal acquisition process. He excelled at such
diverse positions as contracting squadron commander, senior acquisition
professional, senior department manager, program manager, acquisition
instructor, Federal contracting officer with unlimited authority to
obligate the government, private sector acquisition consultant, senior
instructor, and senior lecturer. He has extensive experience in contract
negotiations, as well as applying acquisition principles, business process
analysis, strategic planning, corporate staffing and organizational
analysis capture (PWS development), and market research techniques to the
OMB Circular A-76 competitive sourcing process. He
is a senior acquisition instructor qualified
to teach over 30 acquisition-related courses covering the entire spectrum
of contracting and A-76 topics.
He is nationally recognized as sought-after speaker for
A-76 conferences and seminars, and is known as one of the premiere
acquisition instructors throughout the government.
He is the author of
the upcoming book “Negotiations
for the Government
Contract Professional”, to be published in early May 2006. He has a BS in
Business Administration from The Citadel and a MBA from the University of
Missouri.
